The Women-Owned Small Business (WOSB) Federal Contract Program provides equal access to federal contracting opportunities for WOSBs. To be an eligible WOSB, a company must be a small business that is at least 51% unconditionally and directly owned and controlled by one or more women who are U.S. citizens. The program has been informally known as the 8(m) Program. The SBA is charged with implementing and administering the program. Effective February 4, 2011, a FAR Rule clarified that contracting officers have the discretion to restrict a requirement to small business concerns. Additionally, the FAR Rule gives WOSB equal status to 8(a), HubZone, and SDVOSB.

The program allows contracting officers to set aside specific federal contracts for certified WOSBs and or EDWOSBs.
